Effective: August 15, 2024

Purpose: The purpose of this policy is to ensure transparent and fair recruitment and selection processes, internal mobility opportunities for current employees, compliance with state and federal laws, and the provision of preferences for certain groups such as veterans and laid-off employees. It also aims to facilitate the smooth operation of the hiring process while adhering to established guidelines and agreements. Additionally, the policy provides information on lateral transfers, promotions, demotions, and reinstatements to maintain an efficient and equitable workforce management system.

Scope: This policy applies to university support staff.

Responsible Office: Human Resources

Policy Statement: The University will continue to use its current practices when filling University Support Staff vacancies. New procedures and practices will be developed as needed to meet hiring needs and to meet state and federal law.

Based upon developed position descriptions, specialized qualifications may be developed to fit the specific unit needs when filling a position. The following staff may apply for internal University Support Staff postings: regular staff, those on initial probation, and anyone currently working a temporary appointment.

Human Resources will coordinate the application process for University Support Staff positions.

Definitions: All words and phrases shall be interpreted utilizing their plain meanings unless otherwise defined in University or Board of Regents policy or by statute or regulation.

Procedures: All procedures linked and related to the policies above shall have the full force and effect of policy if said procedures have first been properly approved by the University’s administrator in charge of Human Resources.
