1.10 SPORTS WAGERING
Effective: August 15, 2024
Purpose: Emporia State University is committed to operating with the greatest sense of integrity and fair play in athletic competition. The University seeks to comply with and adhere to NCAA and MIAA bylaws and regulations, as well as state and federal laws and regulations, which provide that student-athletes and those providing support to the athletic program may be prohibited from engaging in certain sports wagering.
Scope: This policy applies to all University faculty, staff, and students campus wide
Responsible Office: Human Resources, Division of Student Success, Athletics
Policy Statement: All students, faculty, and staff participating in sports wagering are expected to understand, and comply with, all applicable state and federal laws and regulations. Violations of any applicable laws or regulations may be grounds for disciplinary action up to and including termination of employment or dismissal from the University. Questions about the permissibility of activity related to sports wagering should be directed to the Office of General Counsel, the appropriate state governing bodies, or to a private attorney.
Emporia State University students, faculty, and staff are prohibited from:
- placing sports wagers on sports activities in which Emporia State University and its student-athletes and coaches are participants or in which any member of the MIAA Conference is involved;
- engaging in any type of sports bribery involving any sports contest;
- placing a sports wager on any event or individual performance when the person placing the wager has information related to that sporting event or performance that is not publicly available;
- tampering with equipment or other things involved in a sports contest with intent to influence the outcome of such contest; or
- otherwise violating any NCAA, MIAA, federal, or state rule, regulation, policy, or law related to sports wagering.
Violations of this policy may not only expose an individual to sanctions, fines, or other negative consequences, but may also expose the University to similar penalizations.
Definitions: All words and phrases shall be interpreted utilizing their plain meanings unless otherwise defined in another University or Board of Regents policy or by statute or regulation.
Sports wagering - means placing a wager or bet on one or more sporting events, or any portion thereof, or on the individual performance statistics of athletes participating in a sporting event, or combination of sporting events, by any system or method of wagering at or through a lottery gaming facility, including through an interactive sports wagering platform. "Sports wagering" includes, but is not limited to, single game wagers, teaser wagers, parlays, over-under wagers, moneyline wagers, pools, exchange wagering, in-game wagers, in-play wagers, proposition wagers, straight wagers and such other wagers approved by the commission.
Procedures: All procedures linked and related to the policies above shall have the full force and effect of policy if said procedures have first been properly approved by the University’s administrator in charge of Human Resources, Student and Student Life, and General University procedures.
